- Collard Goes to the White House -- Members of TMA's leadership were asked to meet with top-ranking
government officials in an effort to shape future bankruptcy legislation in connection with the Clinton
Administration's continuing review of federal insolvency laws and national economic programs. "We took our
message to Washington that TMA is the only international professional association dedicated to the development
of stronger market economies through the restoration and preservation of corporate value, private enterprise

- President Clinton's NEC -- Economic Policy and Technology Reinvestment Program
- Collard Testifies on Defense Conversion and Technology Reinvestment -- SMP was asked to meet with
top-ranking government officials in an effort to reshape future policy regarding the government's use of
commercial technologies. The Clinton Administration was reviewing defense and federal spending. The
program looks at capitalizing on the R&D investment of DOD contractors and encourages them to commercialize
their technologies. In the process, they are bringing to market sophisticated customer needs-driven solutions,
while concurrently driving down the price of technology. They also discussed the practicality of the

- Collard presented and discussed the role of the turnaround manager and equity investor in North America and how these roles could apply within the Russian Federation. The delegation debated whether to pursue the former manager and hold them financially responsible for the failure. Collard said, "this focus comes from years of finding fault as part of the Communist way of life versus finding solutions to save companies and save jobs." Interestingly, Vasily V. Vitryansky, Vice-Chairman, Supreme Arbitration Court of the Russian Federation, after this discussion agreed and said, "change which produces revitalization of our companies and saves jobs is needed to rebuild our economy. - Testimony was given regarding the use of cellular telephone technology, the difficulty tracing the location of where calls were placed from and the difficulty determining which phones are used for legal versus illegal purposes. - Slovene Special Restructuring Programme -- Government of Slovenia
- SMP advised the Economic Development and Privatization groups on turnaround management and equity investing techniques and their application in Central Europe. This program is sponsored by the Slovene Government, the banks in Slovenia with troubled portfolios, and the European Bank for Reconstruction and Development. The goal of the SRP is to maximize the value of investments by injecting capital, management, marketing and strategic expertise into the enterprise, and generating the return of principal plus capital gains to the Slovene Government, banks, investors, EBRD, the equity holders and stakeholders upon the sale of these enterprises. -- Jan, 1996
